The Bureau established this classification January 1, 1977, for investigations into the use of false identification, although a false identity program existed since October, 1973. Because no statutory authority existed for the program, then Deputy Attorney-General Benjamin Civiletti directed the FBI to discontinue investigations unless they related to another matter within Bureau jurisdiction. The Bureau closed this classification to new cases November 1, 1978, and terminated all "pending inactive" cases. Class 40, Passport and Visa Matters is a related class that contains false identity matters.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
